EDCAP Program Report: 2024-25
Summary: Over 2.4 million New Yorkers carry a total of nearly $100 billion in student loan debt. As repayment systems grow more complex, borrowers face confusion, misinformation, and scams. The Education Debt Consumer Assistance Program (EDCAP) exists to empower these borrowers, providing free, expert guidance to help New Yorkers understand their options, avoid predatory practices, and reduce or eliminate their debt.
This past year, EDCAP’s outreach and educational campaigns reached over 6.9 million New Yorkers. The program conducted educational workshops for over 16,000 people, provided over 7,000 one-on-one counseling sessions, and saved borrowers over $10 million by helping them better manage their loans.

Many student loan borrowers don’t know where to find help navigating the complex student debt system and can fall victim to scams. The Education Debt Consumer Assistance Program (EDCAP) helps borrowers make informed decisions about managing and eliminating their student debt.
